San Diego County uses a combined Assessor/Recorder/County Clerk office, meaning the same department handles both property valuation (assessment) and document recording. The Recorder's main office is at 1600 Pacific Highway, Suite 260, San Diego, CA 92101, with four additional branch offices across the county. Unlike Los Angeles County (which provides zero online recorder access), San Diego County does offer an online Official Records Search portal. However, as of December 9, 2024, Assembly Bill 1785 eliminated the ability to search by Assessor's Parcel Number (APN) online. APN searches are now available only at in-person kiosks at the five county offices. You can still search by grantor/grantee name, document number, recording date, and map number online.

Three San Diego County-Specific Risks That Require Professional Examination
1. Mello-Roos in South Bay and North County can push the effective tax rate above 1.8%. In Chula Vista's Otay Ranch and Eastlake communities, Mello-Roos CFD special taxes routinely add $4,000-$8,000+ annually on top of the 1% ad valorem base rate. These taxes run with the land for 25-40 years, are not prorated in escrow by default in all transactions, and have an accelerated foreclosure timeline for delinquent special taxes. A buyer who calculates their monthly payment based only on the 1% Prop 13 rate will underestimate by $300-$650 per month. Our reports identify all Mello-Roos CFDs and their annual obligations.
2. Community property claims on military PCS transfers create title risk. Under California Family Code 760, property acquired during marriage is presumed community property. When a military member transfers to a new duty station and sells the San Diego property, both spouses must sign the deed. A deed signed by only one spouse is voidable. 3. AB 1785 means you can no longer search by APN online. The most common way people search San Diego County property records was by entering the Assessor's Parcel Number from their tax bill into the online Official Records Search. As of December 2024, this no longer works online. APN searches require an in-person visit to one of five county offices. Name searches still work online but produce many results for common names without the APN to narrow them down.
